IMPLEMENTASI KEBIJAKAN PERMENDIKBUDRISTEK NOMOR 30 TAHUN 2021 DALAM UPAYA PENCEGAHAN DAN PENANGANAN KEKERASAN SEKSUAL DI UNIVERSITAS MALAHAYATI BANDAR LAMPUNG TAHUN 2024
Abstract
Penelitian ini bertujuan untuk menganalisis implementasi kebijakan Permendikbudristek Nomor 30 Tahun 2021 tentang Pencegahan dan Penanganan Kekerasan Seksual (PPKPT) di Universitas Malahayati Bandar Lampung. Penelitian menggunakan pendekatan kualitatif dengan metode fenomenologi untuk menggali pengalaman para pihak terkait, termasuk Satuan Tugas PPKS, Biro Kemahasiswaan, dan mahasiswa. Hasil menunjukkan bahwa struktur organisasi Satgas telah terbentuk sesuai regulasi, namun masih terdapat kendala dalam hal fasilitas pendukung, koordinasi, dan sosialisasi. Pemahaman terhadap kebijakan di kalangan anggota Satgas dan biro cukup baik, tetapi belum merata di kalangan mahasiswa. Mekanisme pelaporan sudah tersedia, namun belum dikenal luas oleh sivitas akademika. Pelaksanaan kebijakan juga masih menghadapi hambatan seperti respon lambat dan keterbatasan otoritas Satgas. Penelitian merekomendasikan peningkatan koordinasi lintas unit, sosialisasi yang adaptif, serta pelibatan aktif mahasiswa dalam mendukung keberhasilan kebijakan. Temuan ini menegaskan pentingnya pendekatan holistik dalam pencegahan dan penanganan kekerasan seksual di lingkungan perguruan tinggi.
